MINERAL RESOURCES OF RARE METALS OF THE NORTH-WEST OF RUSSIA – THE BASIS OF CREATION OF THE REDKOMETALLNY CENTER OF THE INDUSTRY OF THE COUNTRY
The North-Western region of Russia has a unique mineral resource base of many rare metals. The main part enclosed in complex ores of deposits Murmansk oblast. Rare-metal products made only from the ores of two objects: the Lovozero and Kovdor deposits. Until recently during the development of other fields in the region rare metals was not extracted. However, there are all prerequisites for the creation industrial center of rare metals on the country’s North-West, which will be based on the current emerging and promising explored deposits and will fully satisfy the domestic demand for rare earth metals, tantalum, strontium and partly – in niobium, zirconium, lithium, beryllium.

PHASE AND STRUCTURAL RESEARCH METHOD OF NUMERICAL MODELS FOR ORE OBJECTS AIMED at THE LOCAL FORECAST
The article is dedicated to the problem of local mineralization forecast, as well the possibility to solve it in the field of nonlinear dynamics of phase and geometrical spaces of numeric variables. Gold and silver deposits in the North-East of the Russian Federation have been studied through the method of phase trajectories adapted to geological challenges in the system «polarizability-magnetic susceptibility» of rocks. The conclusion of the availability of gold and silver deposits, regardless of their ore formation has been drawn, the common criteria for non-linear nature of the deposits identified through the phase and structural method by the numerical characteristics of the species has been found.

THE IRON-SILICEOUS FORMATIONS OF THE EARLY PRECAMBRIAN AND THE PROBLEM OF OXYGEN
Using materials for the reconstruction of the Early Precambrian iron-siliceous formations the author discusses the provenance for oxygen of the Earth crust, the time of origin of the oxidizing atmosphere and behavior of oxygen in the metamorphic processes.

INNOVATION METHODOLOGY FOR THE SEARCH OF GRANITE PROFILE DEPOSITS
Innovation methodology is focused on prospecting works of deep-seated ore objects. The paper is directed upon the discovery of W, Mo and Sn deposits. The characteristics of the basic elements of the methodology, possiblity of its use for calculation of predicted resources. There is provided the work activity management for a prospecting stage.

GEODYNAMIC POSITIONS OF A TRIASSIC INTERMEDIATE COMPLEX OF A SOUTHEAST OF WESTERN SIBERIA OIL-AND-GAS-BEARING CAPACITY
The author’s geodynamic model of the basement of a southeast of Western Siberia is presented. This model reflects result Triassic rifting and consistency of processes from rifting to initial plate stages. Reconstruction of condition of formation of Triassic rocks gives criterian of searches of zones of petroaccumulation.

PRESENT-DAY STATE OF METHODS OF SURFACE GEOPHYSICS AT CARRYING OUT GEOLOGICAL-PROSPECTING WORKS ON HARD FOSSIL FUELS
The summarized physical-geological models of coal deposits of platform and folded types and grouping, on their base, of surface geophysical methods by character and application of research, with following selection of the typical and rational packages, are considered. Modern geophysical methods and technologies at coalfields are described, which after their inclusion in the rational compound are tied in certain hierarchy, taking into account level of design and range of raised and solved problems. The final product presents qualitative and quantitative information contained in reports, methodical recommendations and other documents.

THE EVALUATION OF THE PENETRABILITY OF THE MODERN TECTONIC FAULTS (REDUCED ZONES OF CRUSTAL WEAKNESS) IN CLAYS USING THE EXPERIMENTALLY-FILTERING TESTS
The unprecendented series of the cluster pumping tests for the determination of the grade of the isolation of the deep confined sand aquifers was held. The analysis of the graphs of the tracing back of the reducing of the level discovered the range of some anomalies of their conduct around the square of the research connected with the linear zone of crustal weakness in clays. We managed to evaluate numerically the grade of the penetrability of the reduced zone of crustal weakness with the aid of the solving the inverse problem using the mathematical model.

PLATINUM GROUP ELEMENTS IN TECHNOGENEOUS WASTE DUMPS OF THE LERMONTOVSKY SKARN- SCHEELITE DEPOSIT (PRIMORYE)
The substance composition of the technogeneous waste dumps of the Lermontovsky wolfram-skarn ore deposit has been studied. According to the optical-mineralogical analysis of the gravity dump bodies there is the opportunity to extract saleable W- concentrate from the waste dumps. For the first time, there has been the platinum-group element (PGE) mineralization revealed and the phase state of Os and Ir established by X-ray photoelectron spectroscopy (XPS) technique. Insignificant content of Pt has been registered in the area of 64-86 eV and confirmed by the chemical analysis. The presence of the platinum group elements in the extracted concentrate increases its economic value.

BACTERIAL-CHEMICAL LEACHING AS ENVIRONMENTALLY FRIENDLY MODE OF SULPHIDE COBALT-COPPER-NICKEL ORE PROCESSING
The main parameters of nickel, copper and cobalt bacterial-chemical leaching of Shanuch sulphide ore deposit (Kamchatka region) with use of mesophilic bacterial association were studied. Microbial culture volume (ratio of inoculum to nutrient medium 1:4), pulp density (solid to liquid ratio 1:5), temperature (45 °С) were determined at which the maximum extents of metals extraction had been reached (79,5 % Ni, 51,5 % Cu, 79,4 % Co).

THE INFLUENCE OF «FUKUHSIMA» FACTOR ON THE REE MARKET
We demonstrate the properties of 17 metals suitable for use as absorbers of thermal neutrons; the best of them are medium and heavy lanthanides Sm, Gd, Dy and Er. There has been calculated the Indices of their full activity recovery and unit costs in comparison with 1 kg of dysprosium. We show the role of the “Fukushima” accident on the growth of four rare earth metals’ consumption in atomic mechanical engineering. We prove the necessity of using technological approaches and market mechanisms to supply the domestic industry with rare earth raw materials and the abandoning of development of Tomtor carbonatite deposit in Yakutia.

IMPROVEMENT OF METHODOLOGICAL DOCUMENTS FOR THE ENVIRONMENTAL ASSESSMENT AT THE FEASIBILITY STUDY IN THE RESERVE CALCULATION OF SOLID MINERALS
Methodological documents, the state Commission for mineral reserves published in 1990-ies, are insufficient for the environmental assessment at the feasibility study in a methodic, methodological and organizational respects. Improvement of these documents are proposed by introducing environmental management ideas, which is developed by ISO system standards 14000 series. This will allow to relate the environmental assessment at the feasibility study to design stage, which is the next step of deposit development.

ON THE ISSUE OF CLEANUP OF OIL CONTAMINATED SOIL WITH HYDROCARBON-OXIDIZING MICROORGANISMS REMAINING IN SOIL
The results of laboratory experiments on cleanup of soil contaminated with diesel fuel and oil (pollution degree up to 2%) using biologics with hydrocarbon-oxidizing microorganisms-aborigines remaining in soil, are analyzed. The studies have shown that for a given degree of pollution, the soil has preserved the ability of self-cleaning in laboratory conditions. The degree of self-cleaning of soil depends on the composition of oil contaminants. The calculations allowed us to estimate the degree of utilization of petroleum contaminants of soil in the whole and of individual fractions in its composition. More attention should be paid to the problem of self-cleaning of oil-contaminated soils, because in some cases the hydrocarbon-oxidizing microorganisms-aborigines can be an alternative to biologics used for cleanup.
