VSEGINGEO – 75 YEARS TO THE SERVICE OF THE NATIONAL HYDROGEOLOGY, ENGINEERING GEOLOGY, GEOCRYOLOGY AND GEOECOLOGY

The history of development, basic directions and tasks of institute activities are described. There are presented the most important results of works for the recent years on regional investigations, on evaluation of the groundwater resources base, assessment of geodynamic situation and prediction of a seismic hazard in particular regions of Russia and on assessment and prediction of hazardous geological exogenic processes.

BASIC RESULTS OF REGIONAL HYDROGEOLOGICAL, ENGINEERING-GEOLOGICAL, GEOCRYOLOGICAL AND GEOECOLOGICAL WORKS

There are formulated the problems of generalizing the collected results and carrying out integrated regional works on the territories of active natural resources use depending on the specific features of their geological structure and physical-geographical conditions. It is necessary to rationally combine field and map-compiling works with creation of constantly-functioning and developing computer-aided models of basic types of hydrogeological structures and technogenic objects. This serves as a scientific basis for rational use and protection of groundwater, geological and natural environments as a whole.

ENGINEERING-GEOLOGICAL INVESTIGATIONS OF HAZARDOUS GEOLOGICAL PROCESSES AND THEIR SPECIFIC FEATURES IN THE BEGINNING OF THE XXI CENTURY

Methodical aspects of engineering-geological investigations of the hazardous geological processes of the last decade are described. It is noted that the basis for the current investigations was provided by the research results and methodical documents of the VSEGINGEO specialists for the recent years. During the last decade there were specified and developed the methods for: – assessment of intensity and activity of hazardous exogenic geological processes (HEGP); – assessment of vulnerability of engineering objects to HEGP impact; – organization and conducting of EGP-monitoring at hazardous and potentially hazardous sites and objects; – preparation of HEGP-activity predictions; – assessment of a hazard from HEGP-impact upon engineering objects; – compilation of EGP-hazard maps. The monthly HEGP-Bulletins on the monitoring results of the intensively developing territories were issued where the geoenvironmental estimates of the mountainous and piedmont clusters of the constructing Olympic objects were reported.

THE PROBLEMS OF GEOCRYOLOGICAL INVESTIGATIONS IN THE DEVELOPING ARCTIC AND SUBARCTIC REGIONS

Describes the bases of the geoecological providing system in the developing regions of the arctic and subarctic cryolithozone through creating state geocryological polygons (testing grounds). The use of the proposed technique of geocryological investigations and unified technical means of observation within the polygon system will provide an increase in informational degree and economic effectiveness of monitoring data, as well as will simplify control over implementation of conditions of license agreements.

THE 20-YEAR HISTORY AND PRESENT-DAY STATUS OF THE STATE MONITORING OF MINERAL RESOURCES

The paper analyzes results of the SMMR-system functioning from the view of obtaining new information about the subsurface hydrosphere state, exogenic and endogenic processes (geological effectiveness of works fulfilled). There are presented the data on: the observation network as an informational base of SMMR; provision of staff and financing as an intellectual potential of the SMMR Survey; use of up-to-date means for data observation, registration, transfer and processing; technical and computer support of the Survey; provision of normative-methodical base.

THE CURRENT STATE AND PROSPECTS OF DEVELOPMENT OF THE HYDROGEODEFORMATION MONITORING OF ENDOGENIC GEOLOGICAL PROCESSES

The paper describes basic steps of formation and development of the HGD-field investigations – from appearance of an idea and problem definition via organization of the All-USSR observation network in the seismically active regions to creation of the Unified integral information automated HGD monitoring system. There are briefly presented some theoretical and practical results. Possible directions of development and perfection of investigations are being outlined.

TASKS, PROBLEMS, PROSPECTS OF ENGINERING-GEOLOGICAL MAPPING AND ECOLOGICAL SAFETY OF TERRITORIES

Results of the multi-year investigations of VSEGINGEO directed to solving the problems of providing safe development of the geological environment are described. This direction is of top-priority in solving the problems of regional engineering geology and mapping. It is revealed that the existing scientific-methodical and theoretical developments of VSEGINGEO serve as the basis to revise the methodology and mapping of the present-day techno-natural transformations of the geoenvironment for the aims of substantiating the safety of the natural resources use. Creationofanewsystemofdifferent-scaledregionalengineering-geologicalinvestigations, based on the modern GIS-technologies ,requires a principally different level of providing the nature’s safety at all the stages of planning and using technogenic loads. There are discussed the specific features of a new generation of engineering-geological maps in Russia. There is shown the specificity of assessing the components of engineering-geological conditions taking into consideration the ecological imperatives. Substantiation is given for the levels and direction of information collection for overviewing and small-scaled engineering-geological mapping. Basic directions of regional engineering-geological investigations are revealed for substantiation of safe and effective development of territories. There are defined the tasks for creation of a new generation of small-scaled engineering-geological maps.

OVERVIEWING AND SMALL-SCALED HYDROGEOLOGICAL MAPPING: RESULTS AND PROSPECTS

It is present the content and basic provisions of the completed and presently fulfilling by VSEGINGEO works on overviewing and small-scaled hydrogeological mapping, including: GIS-Atlas of hydrogeological maps on scales of 1:2 500 000 and 1:10 000 000, a map of drinking groundwater chemical composition on the territory of the Russian Federation on a scale of 1:2 500 000 with the attached methodical procedure to predict the content of a number of controlling micro- and macro-components in groundwater, zoning of the Russian Federation territory by exploitation conditions of drinking groundwater. There are indicated the principles of creating a series of the state hydrogeological maps on a scale of 1:1 000 000 in the form of GIS, including: hydrogeological, hydrochemical, a map of groundwater protection in the basic aquifers against technogenic pollution, maps of predicted drinking and mineral groundwater resources of category Р3, a map of conditions of formation and velocity of groundwater exchange in the basic water-bearing systems and a map of drinking and mineral groundwater use.

QUALITY ASSURANCE SYSTEM OF ANALYSIS OF THE NATURAL WATER CHEMICAL COMPOSITION AT THE PRESENT-DAY STAGE

The paper describes the quality assurance system of the natural water analysis results during carrying out by-step hydrogeological investigations. There are mentioned the names of the developers of this system in the period of making of the analytical hydrogeochemical survey, its development and perfection, introduction of it into exploitation and use in practical activities of the hydrochemical laboratory of VSEGINGEO.

TO THE HISTORY OF CREATION OF THE VERKHNE-KUBAN HYDROGEODYNAMIC POLYGON

Through the history of the VSEGINGEO the creation of experimental-methodical polygons (testing grounds) always played an important role. The paper presents historical episodes about activities of divisions of polygons, beginning from the Shchemilovo expedition till the present-day experimental-methodical geodynamic Verkhne-Kuban Polygon. Presently the Verkhne-Kuban Polygon is a modern hydrogeodynamic, hydrogeochemical and geophysical observatory, where within the HGD-monitoring program the observations are being conducted in the automated regime on 17 parameters characterizing the endogenic and exogenic state of the geological environment.

THE INTEGRATED AUTOMATED SYSTEM OF WARNING A THREAT OF HAZARDOUS GEOLOGICAL PHENOMENA ALONG THE CONBINED AUTO- AND RAILWAYS ADLER – KRASNAYA POLYANA

The paper presents the results of woks on creation of a multi-level integrated system of prevention against and warning on a threat of hazardous geological phenomena in the areas along the combined auto- and railways Adler – Krasnaya Polyana. The system includes preventive facilities, a multi-parameter and multi-level system of automated measurements, observations and data processing, modern GIS of providing results of situation assessment and prediction of geological processes development. The organization of prevention is based on the technologies of geodynamic monitoring of processes occurring in the earth crust’s upper part within the territory of the Major Sochi.

SUBSTANTIATION OF THE DETAILED GENERAL HYDROGEOLOGICAL ZONING ON THE EXAMPLE OF THE AZOV-KUBAN ARTESIAN BASIN

The Azov-Kuban Artesian Basin is taken as an example to show that in hydrogeological zoning which takes into account structural and hydrogeological conditions of groundwater formation, the dividing of the 2nd-order artesian basins into smaller structures makes no any practical sense.
